
ICEA Launches Forum to Drive $50 Billion Chip Design Industry in India

India has launched the Semiconductor Product Design Leadership Forum to strengthen its role in global chip design and innovation. Led by the India Cellular and Electronics Association (ICEA), the platform aims to build a $50 billion domestic semiconductor design industry and create 1 million high paying jobs by 2035.
According to ICEA Chairman Pankaj Mohindroo, India already has strong talent in chip research and design, but lacks commercial infrastructure. Mohindroo said, “We design for the world, but not for ourselves, that must change”. The new forum seeks to close that gap and make India self-reliant in designing semiconductor products for global and domestic needs.
The forum has laid out a phased roadmap. Between 2025 and 2026, the focus will be on policy and infrastructure. From 2027 to 2028, it will drive innovation and R&D. Between 2029 and 2030, the plan includes building 100 successful fabless product companies, leading to global leadership by 2035.

Sandeep Kumar, CEO of L&T Semiconductor Technologies and chairman of the forum, said India currently consumes $24 billion worth of semiconductors, which is projected to reach $120 billion by 2030. While India still doesn’t manufacture chips at scale, its design potential can drive future growth.
The forum will bring together fabless firms, IP providers, and system integrators to address structural gaps and promote innovation.
This move complements recent government efforts, including 10 approved chip manufacturing projects worth over Rs 1.6 lakh crore and the launch of India’s first chip assembly and testing facility in Gujarat.
